Housing and Sanitary Subsidy f     

THE SUB COMPONENT TO PROVIDE ASSISTANCE FOR CONSTRUCTION OF HOUSES / LATRINES FOR SC/ST RUBBER TAPPERS IN THE UNORGANISED SECTOR RUBBER PLANTATIONS

  1. Nature and Commencement
     
    It is meant as welfare measure for the rubber tappers among the SC/ST communities in the unorganized sector, with the involvement of the RPSs. It will be in operation during the current financial year.

  2.  These rules shall include all amendments, additions and / or deletions that may be made thereto by the Board from time to time.

  3. Applicability

    These rules will be apply to the rubber tappers seeking assistance from the Rubber Board for construction of own house / latrine and

    1. Who belong to the SC/ST community and

    2. Whose wages do not exceed Rs. 5000/- per month and

    3. Who have rendered a minimum period of three years service in a small rubber holding:

    4. Who is employed in rubber plantations to which the provisions of the Plantation Labour Act 1951 do not apply; and

    5. Who is employed in a holding/holdings admeasuring to an area of not less than 0.75 ha: (Applicant who constructs latrine alone should employ in 0.50 ha) and

    6. Who is employed in a holding not owned by him or his close blood relatives.

  4. Conditions to be fulfilled

    1. The land in which the house/latrine is proposed to be constructed should be in the ownership and possession of the applicant / spouse.

    2. The applicant / spouse should not own any other house/latrine.

    3. Application should be submitted before completion of construction of the latrine and house. 

    4. The house/latrine should be constructed with proper foundation, basements, walls etc. Besides the walls with mud or unbaked bricks can also be considered.

    5. The construction of the latrine should be carried out according to the standard contained in the plan and estimate attached to this scheme.

    6. The applicant should not own any rubber holding of more than 0.40 ha in extent.

  5.  Purpose

    1. The purpose of the scheme is to improve the sanitary facilities of SC/ST rubber  tappers and to promote the construction of modern latrine at low cost.

    2. Promote improvement of living conditions of the tappers with better hygienic environment.

  6. Amount of financial assistance

    In respect of those who are constructing house and latrine together the financial assistance will be limited to 25% of the cost of the construction or Rs. 21,000/- whichever is less.

    In case the applicant constructs house alone the assistance will be Rs. 15,000/- or 25% of the cost of construction of house(whichever is less) and in case the applicant constructs latrine alone, the assistance will be Rs. 6,000/- or 75% of the cost of construction of latrine(whichever is less). However the subsidy will be restricted in such a way that the total assistance from the Board and other agencies if any for the house/ latrine found to be satisfactory by the Board


  1. Documents to be attached

    1. Certificate of community / caste of the applicant from the Village Officer / Tahasildar.

    2. Attested copy of the original title deed showing the ownership of the land in which the house and latrine are to be constructed. (To be attested by the Deputy Rubber Production Commissioner / Gazetted officer / RPS President). Where the title deed is already pledged, the authority who have custody of the title deed may attest and where the title is not available as ownership, the assistance under the scheme can be extended on a certificate from revenue authorities on continued possession and enjoyment of the land by the applicant for more than 12 years in the immediate past. Possession and enjoyment certificate from the Tahsildar shall be produced in the case of house / labour constructed in the forest land.

    3. Latest land tax receipt

    4. Certificate in the prescribed form from the President of the RPS / Rubber Board Field Officer / Executive Officer of the local authority concerned that applicant / spouse or minor children does not/do not own any house.

    5.  Certificate from the employer showing employment status for a period not less than three years. In case the employer refuses to give the certificate, the certificate of the RPS president / Rubber Board Field Officer in the prescribed from will be accepted
    6. House number alloted if any with date of allotment

    7. Original / Photocopy of the license obtained from the local authority for  construction of the house.

  2. Inspection

    Financial assistance will be granted to the applicant only after ascertaining proper  construction through inspection of the house and latrine.

  3.  The decision of the Chairman, Rubber Board shall be final on all matters relating  to the implementation of the scheme.

  4.  The Chairman, Rubber Board shall have the right to recover the amount granted  under the scheme wholly or partly, if the claim is subsequently found to be based  on misrepresentation of facts.

  5.  The Chairman, Rubber Board may relax any of the rules of the scheme in genuine cases by recording reasons thereto.
