HOUSING SUBSIDY SUB COMPONENT

A.HOUSING SUBSIDY SUB COMPONENT FOR RUBBER TAPPERS IN THE UNORGANISED SECTOR

  1. Short Title and commencement

    1. This may be called ‘The Housing Subsidy Sub component for Rubber Tappers in the Unorganised sector of Rubber Plantations.’ It shall include all amendments, additions/deletions that maybe made thereto by the Board from time to time.

    2. It will be in operation during the current financial year.

  2. Applicability of the Scheme

      It will be apply to all rubber tappers.

    1. Whose wages do not exceed Rs. 5000/- per month and
    2. Who have rendered a minimum period of 5 years service in a rubber estate / estates registered with the Rubber Board or to which permit has been issued by the Rubber Board and
    3. Who is employed in estate / estates admeasuring to an area of not less than 0.75 hectare, and
    4. Who is employed in rubber plantations not governed by provisions of the plantation Labour Act 1951
    5. Who is employed in estate not owned by him/her or his/her close blood relatives.

    Note:

    In case the estate has not been recognized by the Board, an employment certificate from the RPS President / Rubber Board Field Officer concerned should be produced by the applicant.

  3. Conditions to be Fulfilled

    1. The land on which the house is proposed to be constructed should be in the ownership and possession of the applicant or his / her spouse or in their joint ownership and possession.
    2. The applicant or the applicant’s wife / husband / minor children should not own any other house.
    3. The house should be constructed with proper foundation, basement and walls etc. Besides, the walls with mud / unbaked bricks can also be considered.
    4. Application should be submitted before completing the construction of the house.

  4. Purpose of Subsidy

    The purpose of the scheme is to promote house construction among rubber tappers.

  5.  Amount of Subsidy

    The amount of subsidy will be 25% of the estimated cost of the construction or Rs. 12,500/- whichever is less. (However, the subsidy will be restricted in such a way that the total assistance from the Board and other agencies if any for the same purpose does not exceed the total cost of the construction.)

    The subsidy will be released in one installment on reaching the construction up to lintel level.

  6.  Application and Details equired

    1.  Prescribed application forms for claiming subsidy under the scheme can be had from the Regional Offices of the Rubber Board.

    2.  Application duly filled in duplicate, together with the following certificates / testimonials should reach the Dy. Rubber Production Commissioner of the Regional Office of the Board concerned, before completion of construction.

  1. Attested Photocopy of the original title deed

    (To be attested by the Dy. Rubber Production Commissioner / Gazetted Officer / RPS President), where the title deed is already pledged, the authority who have custody of the title deed many attest and where the title is not available as ownership, a certificate from revenue authorities on continued possession and enjoymen tof the land for more than 12 years in the immediate past. Applicants construct house in forest land should produce the possession and enjoyment certificate issued by the Tahsildar concerned.

  2. Latest land tax receipt

  3. Certificate in the prescribed form from the President of the RPS / Rubber Bord Field Officer / Executive Officer of the Local Authority concerned that the applicant / applicant's wife / husband / minor children does not / do not own any house

  4. Certificate from the employer in the prescribed form (In case the employer refuses to give the certificate, certificate of the RPS President  / Rubber Board Field Officer in Part B form will be accepted.

  5. Original / Photocopy of the licence obtained from the Local Authority signifying sanction for the construction of the house

  6. Photocopy of the Registration / permit of the estate in which the applicant is employed. If the applicant was employed in more than one estate separate certificate from the employer in part B together with the copy of Registration / Permit of the estate should be produced, If the estate having no registration / permit, an employment certificate, from the RPS President / Rubber Board Field Office concerned should be produced.

Inspection

Subsidy will be granted to the applicant only after inspection of the house


The decision of the Chairman, Rubber Bord shall be final on all matters relation to the implementation of the Scheme. The Chairman shall have the power to relax any of these rules in genuine cases by recording reasons thereto.

The Rubber Board shall have the right to recover the amount granted under the Scheme wholly or partly, if the claim is subsequently found to be based on mis-representation of facts.

B. HOUSING SUBSIDY SUB COMPONENT FOR RUBBER PLANTATION WORKERS IN THE ORGANISED SECTOR

It is applicable to the tapplers, general workers, non supervisory staff, field supervisors and workers of the factory situated in the estate. All the stipulation and conditions with regard to theHouseing Subsidy Sub component for Rubbr tappers in the unorganised sector except condition No. II d will be applicable to this scheme also. This condition is :

II. d) Who is employed in estate governed by the provisions of Plantations Labour Act 1951
